[sakai2-tcc] CLA process discussion

In addition to Confluence, the agreement itself mentions a mailing address and a fax, which are both undoubtedly outdated. What is the process for CLA's which come in as PDF's?  I have seen some come in as Infrastructure tickets. Should that be the instructions for signed PDFs?

Here is my plan:
* Post a notice on the (2 or 3 I would guess) relevant pages in Confluence 
* The notice will explain how to submit CLA's in PDF format and explain that the process is in transition. 
* Provide my email address as the point person to contact if they need a hard copy option. I'll deal with these on a case-by-case basis. The volume should be small enough that it should not be too onerous to handle. I can think of several options
* Work with Ian Dolphin and Concentra to get the process up to date, and then publish the new methodology on Confluence. And make sure the agreement itself is updated to reflect the new procedure.
