[sakai2-tcc] Planning for Sakai 2.10 and beyond

Great initiative Steve.  The trick is to get institutions volunteering energy to particular improvements in the centre trunk rather than for example msub or much worse local repo's. If we could do that more efficiently then more people would benefit per patch. Isn't that worth a discussion?

Development (Make it easier to develop for Sakai)
     Rationalize the service APIs (starting with Content Hosting)
     Improve technical documentation
     Simplify and expand the Indie process
     PosgreSQL support - Oracle is ruining MySQL
