I think the idea was that individuals are probably already motivated
or they would not do the stuff in the first place. However, managers
and people with money (who would never appear on a list of
individuals) will be motivated by having their institutions listed as
contributors in a visible way. Hopefully this would lead to them
allowing their staff more time to work on Sakai or perhaps even
allowing or encouraging staff to spend time on community efforts.

This would also avoid a situation where someone has 10 people spend an
hour a week on Sakai and totally dominate the list compared to a group
which has 1 person spending 30+ hours a week on Sakai and being
marginalized.
