[sakai2-tcc] Proposal: release Sakai 2.9.0 on Friday, November 9 barring any new blockers (Voting now open)

I +1 the vote and consider this issue open for voting. This vote is
public to the list and will run until either the end date occurs, all
TCC members have voted +1, or a -1 vote is recorded. The results will
be published to confluence.

The QA team will still continue to QA rc03 though next Wednesday.
Planning on 2.9.1 can begin once 2.9.0 is released.
