[sakai2-tcc] Sakai 2.8 and 2.7 update to the community

I would agree, though I *might* caution that the 2.8 releases are not QA'd,
not as much as 2.9 is anyway. There were many merges back to 2.8 that were
not verified when I was verifying patches this week for 2.9. I'm not sure
how important that is for someone running 2.8.

Sure someone shouldn't be flagging something for merge that isn't verified,
but I've had to unset the merge flag on a couple of issues as well.

I'd say for those running 2.7.x wanting updates to look to the branches and
it's mostly just going to be security fixes and blockers at this point
since nobody actively stepped up to maintain this.

As of now there's 30 issues flagged for 2.7 merge, 10 for 2.8 merge and 56
for 2.9 merge. After a pretty good effort today at least 25 of those 56 are
actually erified and really just waiting to merge, so that's pretty cool.
