[sakai2-tcc] Sakai 2.8 and 2.7 update to the community

The releasing of the indies is what takes the most time. So I'd mention the 2.8 releases as continuing, following the guide it can just be fired off gradually so it doesn't take a blocked out chunk of time to do.
