[sakai2-tcc] update doco about maint team

I think we have to ask someone at the foundation to edit this but when
we talk to Neal in the onboarding call tomorrow I think it is worth
bringing up the foundation site maint stuff. It looks to me like
mostly we just need to update the name to CLE team though.

If there are more changes we should make then just suggest them and I
will compile them and send them along.
