[sakai2-tcc] Sakai 2.9 Skin Change

Since most institutions will present their own skin anyway, I think the key thing is how we present Sakai to new institutions -- I kinda like the new skin better than the Rutgers skin -- though UM may choose to go the same route as Rutgers and choose a skin that's not a major change.
