[sakai2-tcc] Revised individual Sakai CLA process

I don't know if this is recent, but it looks like www.sakaifoundation.organd
www.osedu.org are both dead sites.

So the links to view our licenses will come up dead.  And then the link in
every single source file to osedu.org to read our license assertion is also
dead.....
