This sounds reasonable to me. Might even be worth getting them all in there someday.

Subject: [sakai2-tcc] Revised individual Sakai CLA process

Hello!

Document for reference is on this page: https://confluence.sakaiproject.org/display/LIC/License+Management+Practice

I'm not sure if anyone has tried to fill out a CLA recently (probably nobody on here) but since the foundation has left it's permanent physical presence at Michigan, Chris and I were skeptical if anyone was still checking the P.O. Box or FAX anymore that was mentioned on the CLA. And even if Anthony (or someone else) was checking this box, the access to FAX machines has certainly dwindled.

We've suggested updating this document (to version 1.1) to include new instructions for electronic submittal. The newest free Adobe Acrobat X has a "sign" feature, which makes signing these documents quite convenient. The idea:

- Create a new jira project, one that's significantly locked down so only cla-admins can access the tickets and reporter can only see their ticket
- Suggest on the new form that reporters create a jira account and submit the signed CLA pdf document to this jira project
- Then work proceeds from there

I can leave the old info on the address if it's still valid, or just force everyone to use the new electronic method. This was the method that sonatype uses for obtaining a repository, and it was much more convenient.

Attached is a draft of the document

Thoughts?
