[sakai2-tcc] MSGCTNR-86: change lead to reported issue beign lost

I just discovered this:

A long know issue that the permission levels in Forums are not
customisable. At some point it was noted that the permission level names
where not internationalized and a related issue opened (MSGCNTR-671).
During the last release it was decided to edit the title to only reflect
the i18n issue, a patch was committed and the ticket resolved. 671
however was left open. As the reporter the patch definatly doesn't
address the issue that was reported - so I have re-opened the issue.
However there is a committed for this ticket in 2.9.


How do we fix this mess?
