[sakai2-tcc] Jasig-Sakai 2012 Conference: Project Collaboration Time

I requested it almost a month ago after a long thread of debate and as
far as the TCC is concerned, this is the plan and was confirmed so you
should make your plans accordingly.
I am still confirming the actual stuff with the conference committee
but so far it looks like it will work out.
