[sakai2-tcc] VOTE OVER-RIDE: Functionality Changes for 2.9: CKEditor

None of the editors work on major devices mobile webkit because of the lack
of contentEditable. The first Apple OS where this is going to be supported
is iOS5, which is currently unreleased. [1] It *might* work on some Android
devices, but it definitely doesn't on 2.3. I'm not sure about tablets. [2]

It certainly will be more supported the FCKEditor, and after iOS5 final is
released in a few months and can be tested, providing a limited mobile
CKEditor editor is certainly something to look at before the final release
of 2.9.
