[sakai2-tcc] Sakai 2.7.2 and Sakai 2.8.1

The issues Steve mentioned about were KNL-433 and KNL-815.

Chuck H and Aaron spent around 30 minutes debating this at a recent CLE
call but the resolution was unclear (to me),
