[sakai2-tcc] We need a blog tool for Sakai 2.9

So far I think it's only relevant for 2.6 and 2.7, it will soon be for
2.8 and later for 2.9.
AFAICT, inclusion into a release, local for 2.6, 2.7 or 2.8 or official
for 2.9, most likely implies branching and tagging.
Please forgive me if I'm wrong or asking too early for 2.9.
