[sakai2-tcc] We need a blog tool for Sakai 2.9

This is why I wrote "one" and not "the one". If they both meet community 
use cases and do not overlap too much, we could try to get both in.

Because my users have been using blogger, it seems clog would mean less 
change for them. This doesn't mean I won't need blogwow.
