[sakai2-tcc] We need a blog tool for Sakai 2.9

I'd just like to inject a caution into this conversation (and this is my
understanding) - blogger/clog and blogwow are different tools written to
meet different use cases. We need to be clear what cases the tool we
promote  and why. There is not going to be 1 blog solution that
satisfies every one.

To be clear - I'm not advocating one or the other - just that we be
clear on what identified needs we're meeting and which we aren't
