[sakai2-tcc] TCC vice-chair nominations and election

Hello,

The terms for the current Chair and Vice-Chair end in early 
February. Pursuant to our governance documents, Megan will become 
chair, and a new vice-chair needs to be elected to fill the 
resulting vacancy.

I propose the following schedule:

Nominations close: 23:59 UTC, 17 January 2011
Elections close: 23:59 UTC, 20 January 2011

All active TCC members are eligible to be nominated and to vote 
in this election.

Please make your nominations on this list, but first make sure to 
confirm your nominee's willingness to serve before making a 
nomination.
