[sakai2-tcc] JSF Upgrade for Sakai 2.9?

My guess is that even because minor upgrades of JSF require major code
changes across the most of the codebase?

to 1.1_02 completely broke postem)
Typically Dave Horwitz has been the one looking at these library upgrades,
but the large amount of cross cutting maintenance work, combined with
testing just has never been there to make the gains from upgrade worth it.
I'd guess this is well over a 100 hours project.
It took almost 5 years to get around to upgrading James and it's only used
by email archive. ;)
