[sakai2-tcc] VOTE: Tool Promotions & Deprecations for 2.9: NeoPortal

I had assumed that chat would be disabled until load tested as well, and I remember we've had on-list discussions on this. I believe that profile2 is required by the new chat. We should create on some JIRA issues next week to work out these details.
