[sakai2-tcc] DISCUSS: Architectural / Library Changes for 2.9: Tomcat 7 & JSF 1.2

Since the upgrade to JSF 1.2 version is a dependency on the upgrade of
Tomcat 7, I've (re)bundled these two requests together.
