[sakai2-tcc] DISCUSS: Architectural / Library Changes for 2.9: Tomcat 7

At the LA Project Coordination Meetings the following architectural /  
library changes were proposed for the 2.9 release: Upgrade to Tomcat 7  
(https://jira.sakaiproject.org/browse/SAK-18760). I'd like to put it  
to a vote next week, but please share any concerns or questions now.
