[sakai2-tcc] DISCUSS: Tool Promotions & Deprecations for 2.9: NeoPortal

At the LA Project Coordination Meetings the 2.9 NeoPortal was proposed for the 2.9 release. The 2.9 "NewPortal" (https://jira.sakaiproject.org/browse/SAK-19813) has been merged to trunk and is poised to be included in the Sakai 2.9 release. I'd like to put it to a vote next week, but please share any concerns or questions now.
