[sakai2-tcc] Suspension of Voting?

Folks,
     Discussion of these topics not only occurred at the LA Project coordination meeting but was opened for two weeks with no comments.    Based off the comments arising from voting,  it's clear that there needs to be more discussion.

Please use the remainder of the week to discuss these and the incoming chair and vice chair will kick off a new round of voting next week.
