[sakai2-tcc] VOTE on "non-controversial"/consensus additions for 2.8

Hello,

I propose that the following additions be included in the 2.8 
release:

- CK Editor
- Localization w/database back-end (KNL changes)
- Quartz Job Scheduler
- Account Validation

These have been discussed on the TCC list (where consensus has 
formed about them) and are more fully described at:

http://confluence.sakaiproject.org/display/TCC/List+of+Planned+2.8.0+Changes

Voting is now OPEN until 23:59 UTC on Friday, 30 September 2010.

As a reminder, this is a public, on-list vote with a "+1" 
signifying "inclusion of the items in 2.8."

Per our governance documents, a -1 vote must be accompanied by
a detailed explanation. A single -1 vote based on a material
objection will block action. However, -1 blocking votes can be
overridden by a 2/3 majority roll call vote of active TCC
members.
