[sakai2-tcc] Formal votes for 2.8

Hello everyone,

About ten days ago, I summarized the votes and approval that 
might need to be done for 2.8.

Based on the above, there will be 4 more votes for 2.8:

1) "Non-controversial"/consensus items

CK Editor
Localization w/database back-end
Quartz
Account Validation

2) S3/Nakamura Hybrid
3) ShortenedUrlService
4) Email Notification Preferences (SAK-18859)

These will start in a few minutes in order to have a shot at 
including approved additions to the alpha02 tag.
