Alan,

This would be my strategy.

As soon as we fell Sakai 2.8 is solidly branched and moving forward in QA, we switch all of our nightly servers to Tomcat 6 and have all active developers switch to Tomcat 6.

We delay any decision as to whether this comes out in a 2.8.y release until we have a reason to make the switch.

But by getting the dev community on T6 ASAP, we solidly insure that we are on T6 by 2.9 and in the case that something comes up that indicates a critical need to switch in 2.8, we will have significant experience.

Whether it is T6 or T7 - I don't know enough to hazard a guess - I would think T5 - T6 would be enough to chew in one release.  :)
