[sakai2-tcc] Need a public announcement regarding 2.6.3/2.7.1 release

Just as a quick update incase anyone has any information to push this
forward:

2.6.3 is not building for me (with a clean repo), it's stopping right at the
beginning with an error concerning emailtemplateservice and purepoms.

2.6.2 used the 0.3.4 tag of emailtemplateservice (
https://source.sakaiproject.org/svn/emailtemplateservice/tags/emailtemplateservice-0.3.4/)
which has a parent of master

2.6.3 uses the 0.3.5 tag of emailtemplateservice (
https://source.sakaiproject.org/svn/emailtemplateservice/tags/emailtemplateservice-0.3.5/)
which has aparent of org.sakaiproject.purepoms.

I'm attempting to build with the newest maven (2.2.1), and java 1.5 (an old
1.5 because Oracle isn't letting me download a newer one at the moment)

Is a deployer expected to add the sakaiproject repository to a local
settings.xml to build now? There is a section on settings.xml in the install
docs [1] but it doesn't mention this.
