[sakai2-tcc] Tomcat 5.5.31 update

I've populated the Maven2 repo with Tomcat 5.5.31 jars and updated trunk to use Tomcat 5.5.31.  Chris is updating the Nightly2 scripts.

I recommend that we go ahead and update 2.8.x to use Tomcat 5.5.31 so that it's in the next QA tag (to be cut next Tuesday).  Earlier, we upgraded 2.6.x and 2.7.x to 5.5.30 for sakai-2.6.3/2.7.1; I recommend that we upgrade these maintenance branches as well.
