[sakai2-tcc] Evolution of tools

It makes little sense at this juncture in my opinion.  A call for a vote on this is premature especially as the proposal is multi-faceted in nature--add a reputed "drop in" tool or tools with modest production track records into a maintenance release and by doing so repeal our "fixes only" rule for maintenance branches.  

More particularly, if clog or blogwow is used in an attempt to pry open maintenance branches for new stuff I'll wager now that the vote will fail and no override will succeed.  Adding new tools to existing maintenance branches is of a different order than adding a new capability to an existing tool or service in maintenance mode.

I write the above only with respect to initiating a vote on the question (or questions actually).  There are a constellation of issues here embedded in the suggestion that require careful scrutiny.  We should discuss the implications of these ideas carefully.  If there is interest, we might consider setting up a sub-committee to explore the general question of opening up maintenance branches to "new" additions.  A subset of members could explore the question and report back to the whole for further consideration.

As for documentation, create a ticket that requests documentation on how to add clog and/or blogwow to 2.8.  I would not include unsupported and deprecated tools like blog in any documentation write up for 2.8 other than to make clear why we removed them.
