[sakai2-tcc] New capability Suggestion: Account-Validation

I'd suggest following the normative OSP response that we've used for  
proposals like this:

1) Make the new functionality optional/configurable, with the default  
behavior unchanged
2) Create a JIRA and work with the appropriate project leads to merge  
it in
