[sakai2-tcc] New capability Suggestion: Account-Validation

Hi All,

A proposal for some new functionality we might want to target for 2.8,
the scope is fairly small and I suggest we include it in an existing
project (reset-pass) rather than a separate project. The functionality
is the account validation:

We are using this in production at the moment ....
