[sakai2-tcc] Filtering Content served from CHS

I would tend to agree with Jean-Francois -- is there a reason we want to allow users to (continue) create a html fragment? An additional option in Resources could be confusing to users. On the other hand, I can see allowing tools to programmatically configure whether or not html fragments are created. As long as this change is thoroughly tested for side-effects, I have no objections.
