[sakai2-tcc] Need a public announcement regarding 2.6.3/2.7.1 release

Hi Seth,

I was working on a number of local issues as well as a release that went out
this morning, so didn't finish testing on Friday. I should be able to finish
with it today. Will send out a note to this list with the details afterward.
