[sakai2-tcc] Need a public announcement regarding 2.6.3/2.7.1 release

I suggest that we release/announce tomorrow purely in the 
interest of time.

Matt, if you can test today, that would be great. If anyone 
else can test the zips, that would be helpful too.

As for the announcement itself, I will send some mail to Ian 
Dolphin and Kim Thanos in a minute describing our plans to 
announce.

If anyone objects to the TCC announcing the release, please 
say so.
