[sakai2-tcc] Remove axis2 for 2.8

I think we should remove it from the modules section of the pom as Matt suggests and leave it in the build.

Make sure to put a comment in the pom about this.

As Ray says, the RemoteHost filter is now in Kernel and actually widely used a lot of places.
