[sakai2-tcc] [Building Sakai] Remove axis2 for 2.8

  To some extent, this is moving in the wrong direction.  Sakai web 
services are a widely used feature, and it is currently based on axis1.  
The Apache web services group (Axis) has moved on with a fairly 
different development approach in axis2.  Perhaps the question to us 
should be migrating to this new platform, rather than removing an unused 
GSoC project.
