Agree about resources,

You can still see the resources and files from where? From a link on the
portal or somewhere else? The lightbulb (hide) button buttons only prevents
access to the tool from the portal level. It doesn't actually block
anything on the tool level or put up any new security restrictions on
files. The disable button locks down the tool further (removes site.upd)
which removes it from more places, but still doesn't prevent access to
files if you know the URL and the user has access.

In Sakai 10, you can actually make folder Hidden, which allow access to the
contents but prevent seeing the actual folders. You can make folders/files
completely private/inaccessible or restrict access only to certain groups
through permissions at the directory level.
