[Using Sakai] Sakai 10 new feature : Site info > Page Order: disable a tool

Dear all,

I notice that Sakai 10 has a new feature in the Page Order tool: disable a tool (the padlock icon - see attached screenshot).  Anyone knows the purpose of having this new feature?   Doesn't the hide a tool feature (light bulb) have more or less the same functionality?  Would anyone like to share their experience of using this new feature?
