[Using Sakai] Default site for new users

Hi Eric,

Yes I think we've developed something  a while ago which you might want  to
take a look at - called the invite users/participants tool.
This tool allows you to add/enroll users and also lets you choose a default
site in which users (new or existing)  are enrolled.

site that all users are to become a member of automatically, like a site
that all students in a department must join."
