[Using Sakai] start/stop

When we start/stop Sakai (from binary install on Windows) using  /opt/sakai/apache-tomcat-5.xxxxx/bin/ { startup.sh/shutdown.sh} we find that we get pages of messages, and it ends with :

  Stop::      2013-03-22 06:45:39,993  INFO main org.apache.coyote.http11.Http11BaseProtocol - Stopping Coyote HTTP/1.1 on http-80
 Start::     2013-03-22 06:58:50,327  INFO main org.apache.catalina.startup.Catalina - Server startup in 130954 ms

But the scripts never exit back to the prompt, and after awhile I have to ctrl-C to continue.

Is this normal, or expected behavior?
