[Using Sakai] Missing tools.properties file

Hi Gordon,

tools.properties is in the components/localizations-bundles-pack. In there is a jar, in there is the file. If you didn't install from source you'll need to repackage that jar with the updated properties and restart Tomcat. Just zip it up and rename to jar should do the trick.
