[Using Sakai] Missing tools.properties file

Hi Gordon,

This sounds like a question better suited to the Production or Developers lists. Production is for system administrators and technical support, production at collab.sakaiproject.org and the Developers list is just what it sounds like, sakai-dev at collab.sakaiproject.org .
