[Using Sakai] Site Info -> Page Order -> Hide, Disable

The "hide" option will hide the tool page from the left menu bar, but it is still accessible to your average joe user if there is a link to it from somewhere else.

The "lock" option will both hide the tool page and make it inaccessible.
