[Using Sakai] Can't add Portfolio site

Looks like this change is breaking it on trunk related to KNL-1016 and
SAK-23560. The logic changed to
#if ((!$courseSiteTypeStrings.contains($type) && $type !=
$portfolioSiteType) || ($courseSiteTypeStrings.contains($type) &&
$canAddPortfolio))

but when the type is portfolio this check doesn't pass any longer and there
isn't another case to handle it.

I'm not 100% sure the proper fix for this. Maybe a missing check for
($portfolioSiteTypeStrings.contains($type) && $canAddPortfolio) maybe?

Was this block supposed to handle anything that *wasn't* a course site or
where there supposed to be different blocks for portfolio/project and
course types?
