[Using Sakai] Multi-language site title

This is actually an interesting idea,

In 2.8 a dynamic resource loader was added which added by
https://jira.sakaiproject.org/browse/KNL-563

SAKAI_MESSAGE_BUNDLE
MODULE_NAME, BASENAME, PROP_NAME, PROP_VALUE, LOCALE, DEFAULT_VALUE

Along with this came a new messageBundleService in kernel to manage this
properties.

It seems like it could be possible to (as Diego said) put a key in there
and have it go look up in that table the property dynamically rather than
read it directly from this table. The biggest hurdle would be a UI that was
simple to the user where they could pick from pre-defined keys or add keys
in different languages for their site to this table, since right now only
administrators can define the keys. The idea is pretty good though.
