I understood the "Under development" part of their description,
But the "... that incorporates all of the values of the Sakai CLE" mislead me.

I guess the word "values" is ambiguous/fuzzy enough to mean most anything.

No, OAE is a completely new architecture intended to support the next generation of course management.  There is almost no overlap with the CLE.  However, an attempt to create a hybrid system was made that would allow access to CLE data from OAE.

The web site says: 
"A completely new system currently under development that incorporates all of the values of the Sakai CLE, and reimagines a new vision for academic collaboration."
