[Using Sakai] sakai 2.8 with tomcat 7 patch

Everything except dav should work with the restructure alone. IIRC Mike was
working on the patch for Dav for 2.8. IMO It should then be rolled into a
2.8 release since TC 5.5 will be totally unsupported in 10 days, and not
even able to be downloaded from the main Tomcat page in 3 months time.
