[Using Sakai] sakai 2.8 with tomcat 7 patch

Right, everything in Sakai 2.8 (except for webdav) should work if you
follow the directions on confluence, and basically it just involves adding
a new java opt and changing some tomcat properties.

The community release resources are currently all devoted to getting 2.9
released though Steve and Mike did say a month ago that they would work on
a new 2.8 with Tomcat 7 and the modified webdav sometime. [1] The problem
is that it would still currently require manual modification (of the
properties files) unless you deployed the demo.
