[Using Sakai] paper exams

You could probably use the category feature of the grade book. 

Setup your grade book to allow for categories then you could set a category as an 'assignment' and each of the grade book items in the category can be the 'questions'. Then you could just import all of the answer values via CSV, or manual entry. In this way you wouldn't need to use the assignments or tests/quizzes tool. You'd have to check what the UX was like for students when they went to get their results though.
